The finance department is responsible for managing EID's financial resources. This includes financial control, accounting, utility billing, treasury, purchasing, warehousing, fleet planning and maintenance, and meter services. In recognition of work the department does, EID has received both the national Government Finance Officers Association Comprehensive Annual Financial Report award and the Association of Public Treasurers' Certification of Excellence in Investment Policy for several years.

Jamie Bandy is the District's finance director. She has worked in municipal government for over 20 years. She began her public service career with the City of Lodi in the public works department focusing on water and wastewater, as well as budgeting. Prior to joining EID in April of 2022, Jamie worked for the City of Elk Grove, where she most recently served as the revenue manager in the finance department. In this role, she was responsible for multiple divisions including financial planning, customer service, and utility billing. Jamie earned a bachelor’s degree in business management from Humphreys University and a master’s degree in public administration from Arizona State University.

Jamie and her family reside in Lodi.
