Billing
- Yes, payments made online are secure. To ensure your password is secure, you must use a minimum of 10 characters (a combination of numbers, letters, and symbols).
No discounts or special rates are available. The charges will appear on your normal bill. However, if you have sewer and you need to fill your pool during the winter months contact billing department at Billing@EID.org to ensure it does not affect your sewer rate.

- Yes, when you sign up for Online Bill Pay, you'll receive emails through the service. If you do not receive any emails, you should check your spam filtering settings
- No, water bills need to be mailed to utilize ratepayer dollars as efficiently as possible. The date of the water bill is determined by the date the water meters are read, which is at the same time every 2 months. Because meter reading routes are determined geographically for efficiency to keep operating costs down, EID does not individualize billing cycles for customers.
- A level pay plan averages the highs and lows of yearly water bills by creating 12 even monthly payments. Currently EID does not offer a level pay plan. If you are unable to pay your bill in full by the due date, please call Utility Billing at 530-642-4000 to discuss your payment options.
Effective April 1, 2018 EID will implement a low-income assistance program for up to 1,500 qualifying residential customers that receive wastewater service through the District. If you are an income-eligible customer who currently receives a discounted rate through PG&E’s CARE program you may be eligible to receive $25 off your bi-monthly wastewater bill.
EID does not have a reduced rate for senior citizens. Unlike private utilities like AT&T and PG&E that are regulated by the California Public Utilities Commission, EID is a publicly owned water utility regulated by the State of California Department of Public Health and State Water Code laws.
EID has also developed the "Helping Hands" program in cooperation with the El Dorado Community Foundation and El Dorado County Department of Human Services. This program provides assistance to customers who experience a financial catastrophe and are unable to pay their EID utility bill. The program is funded entirely by voluntary contributions from EID employees, customers, or other residents of the county. - The best way to lower your water bill is to reduce your water use. The less you use, the less you pay. It is also a good idea to periodically check for leaks in your home and around your property. Go to our maintenance page for more information about leaks. Go to our water efficiency page for more information about ways to conserve water.
- If you have forgotten your password, you will need to click on "Forgot Password" below the "Login" button on the main log in page. Enter your username and a new password will be emailed to you. Copy the temporary password, go back to the main log in screen by clicking on the included link in the email, enter your username, and paste in the temporary password. It will then ask you to enter your old password (the old password is the temporary password) and then choose a new password.
- Go to our Pool Tips webpage to see an estimate of the cost to fill your pool.
- Water meters are read on a bimonthly basis. If there is ever a need to estimate your read because we are not able to access the meter (snow, mud, parked car, etc.) you will be notified by mail.
- First check to see if you have a leak on your property. Go to our Maintenance Page for more information about leaks. If there is no leak, here is a list of items to consider:
- Check irrigation timers
- Was a swimming pool just filled?
- Was a hose left running?
- Are there more people living in the home?
- Did a toilet have a leak?
- Did you just put in new landscaping or a lawn?

Have you recently experienced power outages at your home? If you have, it could mean your irrigation timer is reset to its default factory settings, which may cause your timers to go off on non-watering days or times. In addition to resetting your clocks and other electronic appliances after a power interruption, don’t forget to check your irrigation timer as well.
- The usage or consumption charge portion of your bill is used for variable operations and maintenance costs, such as purchasing surface water, chemicals for water treatment, and electricity for pumping groundwater. This portion of your bill is based on the amount of water that is registered passing through your water meter.
- The basic charges pay EID’s fixed operations and maintenance costs that are necessary to maintain the infrastructure that provides services to and from the property. The charge is based on the size of the meter.
- EID Utility Billing is a dedicated team that processes billings to more than 40,000 accounts, handles billing questions, receives/processes payments, as well as assists with maintenance inquiries. Combined, this team typically handles each month over 4,700 calls and around 800 walk-in customers. Unfortunately, this means that there may be a delay before you speak with a customer service representative. Utility Billing is eager to assist you at the earliest possible opportunity. If you call EID and are placed on hold, we appreciate your patience. You are always welcome to email Utility Billing at billing@eid.org .
- Since no two water agencies provide exactly the same services or operate in exactly the same manner, it is difficult to compare your water bill with other agencies. EID must pay for water treatment costs, federal administrative fees, increasing energy costs, in addition to the maintenance and upkeep costs of the infrastructure that is in the ground.

If you are using a Mac computer, there are several things you can try to help in viewing PDF files in Safari version 5.
- Make sure you have Acrobat Reader 9 (AR9) installed. Install AR9 and it will ask if you use Acrobat Reader to view PDFs. Close Safari, check "yes" and re-open.
- If AR9 is already installed, go to HD/library/internet plug-in and throw away the "AdobePDFviewer" plug-in, then restart Safari. QuickTime will now open the PDF. You may also need to check the mime types in QuickTime. Open System Preferences/Quicktime/Advanced and then open the "Mime Settings" button. Scroll to "images" and check the box for PDFs.
- If you are running Mac OSX 10.6.3 (Snow Leopard) Safari version 5 and Acrobat 9, your options are limited.
- Change Safari preferences to a 32-bit browser. This, however, can sometimes lead to problems later.

Caples Lake
Yes, the Annual Passes are valid at all EID day-use parking facilities, including Silver Lake and Caples Lake day use areas.
Separate fees are required for Camping at Sly Park Recreation Area and Silver Lake West Campground.

Sly Park Recreation Area/Jenkinson Lake:
You may leave your trailer in your campsite if the campsite space allows. We also have a designated parking area for boat trailers or you can leave it in the boat launch parking lot. When you arrive the gatehouse can give you directions.
Highway 88 Recreation: Silver Lake West Campground, Caples, and Silver lakes
While camping at Silver Lake West it is preferred to park in your site, but it is tight. Silver Lake West does have limited additional parking that is first come, first served. Leaving your boat trailer in the day-use areas overnight is prohibited.
If you are using the Caples or Silver lakes boat launch for day-use only, you may leave your vehicle and trailer in the parking lot while you are out enjoying the lake.
Kirkwood is the only gas station in the area around Caples and Silver lakes It is about seven miles north of Silver Lake and a half mile south of Caples Lake.
Premium fees are charged in this remote locations, plan appropriately. Hours of operation are also limited and seasonal. There is no cell or wiFi service.

Drought
There are a number of variables that affect this answer, including: the root zone, soil composition, slope, type of spray nozzle used, even the foot print of the yard and irrigation design all play major roles in determining how long to water. The best way is to start with whatever run time you currently use, and from there, work towards two main objectives: 1) water to the plant’s root zone; and 2) have no water runoff. Use the following steps to accomplish these two objectives.
- Step 1 — Run your irrigation system for whatever length of time you would normally water the grass during the heat of summer.
- Step 2 — Wait 10 or 15 minutes after irrigation stops, and then use a trowel (or any other suitable device) to cut out a plug of grass. Look for the root zone, which is how deep the roots go into the soil (likely less than 2.5 inches); AND how far down the soil is moistened.
- Repeat steps 1 and 2 as necessary until the soil is moistened to the same depth as the root zone, keeping track of the total minutes. This is how long you should water.
- Step 3 — Now that you have determined how long you need to run your irrigation system, you will want to make sure no water runs off when you irrigate.
As of May 9, 2016 there are no mandated watering restrictions.

Campfires are allowed in the designated fire ring, the fire cannot exceed the size of the ring, the flames cannot be more than 3 feet tall and the wood cannot be more than 6 inches around.
Sly Park Recreation Area: Bears have not been a problem in the campgrounds. It is always a good idea to put away food and garbage at night for the other critters like squirrels, raccoons or birds.
Silver Lake West Campground: Bears are known to be in the area. It is always a good idea to put away food and garbage at night. Each campsite provides a bear proof locker.

While camping at Sly Park Recreation Area you may have up to six (6) people in an individual site. Family campsites have a maximum of twelve (12).
At Silver Lake West Campground there is a maximum of six (6) per campsite.
Please note that maximum occupancy for all campsites includes children and infants.
The primary fee pays for the first vehicle in the site; most sites have room for one more vehicle.
Parking is very limited and carpooling is encouraged.
If you are camping at Sly Park Recreation Area you can call our reservation office at (530) 295-6810 to see if there is room for more that two vehicles at the site you are reserving.
Additional vehicles will need to pay fees when they arrive, please see our fee schedule for current costs.

Maintenance
- No. Dispose of them in your trash or hazardous waste material round ups. Check with your garbage company or trash collector for more detailed information on these services. Click here for more information.
- If you are unable to use your shut off valve please contact EID for assistance at 530-642-4513
- You will need to locate the pressure regulator located on the main line after the water meter. Loosen the lock nut on the regulator and use a flat head screwdriver to adjust the pressure up or down. Turn the screw clockwise to increase the pressure and counterclockwise to decrease the pressure. For more detailed information you can check out the instructions on our maintenance page.
- You can have a plumber check it, or you can buy a water pressure gauge that adapts to your hose bib at a hardware store.
- The quickest way to determine if you have a leak is to check the low-flow indicator on your meter. To do this, be sure all water is turned off both indoors and out. After you’re certain all water is turned off, look at the low-flow indicator on your meter. If the small wheel is turning – even if it’s turning slowly – you have a leak. Go to our Maintenance page for more information.
- Most houses have a shut off valve located on the front or side of the home where your garden hose connects. You may have two valves at this location, one will be the shut off valve to your house and the other will shut off your sprinkler system, if you have one. There may also be a main shut off valve located after your water meter that will turn off the water to the entire property. Go to our Maintenance page for more information.
For leaks on your property that are on your side of the water meter, you should contact a professional plumber if you are unable to perform the repairs yourself. EID does not give endorsements or recommendations.
However, if you have recycled water for your landscaping, we suggest you contact your HOA first to see if they will handle the repair or if you are responsible to coordinate the repairs. Additionally, you can find an ‘Approved Contractors List’ for companies that have attended the recycled water workshop and are authorized to work on recycled water lots on our recycled water section of our website. http://www.eid.org/our-services/recycled-water/homeowners
- Please contact our office at 530-622-4513 with as many details as possible. If you are calling after office hours or on the weekend our stand-by personnel will be notified. Or you can submit via email by filling out our Report a Water Leak form.

- No. We are unable to help you with repairs that occur on your side of the water meter. For leaks on your property that are on your side of the water meter, you should contact a professional plumber.
- EID takes seriously its responsibility to protect customers from lead and other water contaminant exposure. Click here to learn more about lead and what EID is doing to protect your drinking water.
- Apply heat to the section of pipe using an electric heating pad wrapped around the pipe, an electric hair dryer, a portable space heater (kept away from flammable materials), or by wrapping pipes with towels soaked in hot water. Do not use a blowtorch, kerosene or propane heater, charcoal stove, or other open flame device. Apply heat until full water pressure is restored. If you are unable to locate the frozen area, if the frozen area is not accessible, or if you cannot thaw the pipe, call a licensed plumber. Learn more on our Frozen Pipes webpage.
If you experience a sewer backup and have EID sewer services call us before a plumber. EID will come out and check your sewer lines to see if the problem is on your side of the clean out or on our side. If it is on ours, calling us first could save you from making unnecessary repairs or from paying a plumber to check it out. Call (530) 622-4513 or (916) 965-0930 to speak with Customer Service. They can either schedule a technician to come out and do an inspection or have someone call you back to answer more questions in detail. - Call 811 before you dig. 811 is a free one-call service managed by USA North. Call 811 at least two business days before your planned digging project. USA North will contact EID and other utilities. Representatives of these utilities will then come out to locate and mark their underground lines. Visit http://usanorth811.org/ to get started

- You are responsible for any lines after the water meter or curb stop valve to your home.
- We recommend anywhere between 40-70 pounds per square inch (psi). Each customer’s needs and preferences are different, and we recommend that you check with the owner’s manuals for all of your water using appliances before adjusting the pressure up or down to see what their specifications are.
EID relies on surface water to meet its entire drinking water demand. The three principal diversion points for delivering water into the main system include EID’s Sly Park Dam and Jenkinson Lake; the El Dorado Hydroelectric FERC Project 184 that is stored in four high-Sierra lakes and reservoirs—Caples, Silver, Echo, and Aloha—and Forebay in Pollock Pines; as well as Folsom Reservoir.
Your tap water is filtered, cleaned, tested and distributed in an exhaustive process that produces some of the highest quality drinking water in the nation and the world. EID provides water to a population of more than 100,000 people with a service area that spans 220 square miles and ranges from 500 feet in elevation to more than 4000 feet.

- Yes, in our service area, recycled water is not to be used in swimming pools, spas, fountains, misters, decorative fixtures, and fish ponds. Only landscape and garden irrigation uses are permitted.
Yes. Homeowners supplied with recycled water need to submit irrigation plans to EID. If a landscape contractor is hired, the company needs to be on EID’s approved list. EID staff reviews your irrigation plan and inspects the construction of the irrigation system. Each year, the recycled water system is inspected to verify no cross-connection between the drinking water and recycled water systems has occurred.
- If your home is located in a dual-plumbed subdivision, you are required to use recycled water for your landscape irrigation. State regulations do not permit conversions of the landscape irrigation system to drinking water.
he California Department of Health Services has approved the use of “disinfected tertiary treated recycled water” for irrigation of:
- food crops, including all edible root crops, where the recycled water comes into contact with the edible portion of the crop
- parks and playgrounds;
- school yards;
- residential landscaping;

In tertiary treatment, filtration removes the remaining solids in the water. Chlorine or ultraviolet light then destroys bacteria, viruses, and other pathogens.
- Your recycled water is continuously monitored to make sure it meets and exceeds the stringent standards set by the California Department of Health Services and the Regional Water Quality Control Board for landscape irrigation.
- Pets often drink from puddles or other unsanitary places without apparent ill effects. EID recommends that you use drinking water for household pets. Title 22 of the California Code of Regulations does not address household pets.
- Recycled water comes from wastewater collected from the El Dorado Hills area in the western part of the District’s service area. This water is treated, filtered, and disinfected to a “tertiary” level that meets standards established by the California Department of Health Services. Water Efficiency
- EID does offer rebates from time to time depending on funding. Check out the water efficiency page for programs currently available.
Typically 50% or more of residential water use is outdoors. To reduce consumption, adjusting how your landscape is irrigated will provide the greatest savings. Of course, replacing your home’s older, water-wasting fixtures will help too. Go to our water efficiency page to learn how to make those irrigation adjustments and other ways to save water.
There are a number of variables that affect this answer, including: the root zone, soil composition, slope, type of spray nozzle used, even the foot print of the yard and irrigation design all play major roles in determining how long to water. The best way is to start with whatever run time you currently use, and from there, work towards two main objectives: 1) water to the plant’s root zone; and 2) have no water runoff. Use the following steps to accomplish these two objectives.
- Step 1 — Run your irrigation system for whatever length of time you would normally water the grass during the heat of summer.
- Step 2 — Wait 10 or 15 minutes after irrigation stops, and then use a trowel (or any other suitable device) to cut out a plug of grass. Look for the root zone, which is how deep the roots go into the soil (likely less than 2.5 inches); AND how far down the soil is moistened.
- Repeat steps 1 and 2 as necessary until the soil is moistened to the same depth as the root zone, keeping track of the total minutes. This is how long you should water.
- Step 3 — Now that you have determined how long you need to run your irrigation system, you will want to make sure no water runs off when you irrigate.

- EID publishes and distributes a water quality report every year as required by the state and federal government. An annual water quality report is made available to District customers by July 1 each year. Tap water quality can vary from home to home. These variations can be the result from specific residential factors such as pipe corrosion in home plumbing.
- To learn about your water quality, read the annual water quality report based on testing conducted throughout the year.
- Strain water through clean cloth or handkerchief to remove particles.
- Liquid chlorine bleach can be used as a purifier. Check the label to be certain it contains 5.25% sodium hypochlorite solution.

Whether or not to use a home treatment system is a personal decision and should be based on specific taste expectations or exceptional medical needs. Tap water provided by EID meets stringent State and Federal requirements for health and safety. However, in-home treatment units can remove additional constituents, which may affect taste—primarily organic, and inorganic chemicals.
Different treatment systems are designed to do different things. A little research will help you to make certain you're getting the right unit to suit your individual expectations. Also, be certain to consider the need for upkeep and maintenance. In addition, take into account costs not only for purchase, but for treatment supplies, maintenance, and—often—additional water which may be necessary for flushing.
- Many things affect how water tastes. Water from varying geographic areas may have different mineral content, which affects taste. Chlorine, which kills bacteria and is critical to water safety, may leave a slight residual taste or odor. Sometimes, the pipes in your home plumbing can impact taste, particularly if water has been sitting in the lines for several hours. The best way to address any of these tastes is to place a pitcher of tap water in the refrigerator, where exposure to cold and air will allow many of the taste-producing elements to dissipate.

Molds are living organisms. Just as all living things need water, so does mold. Mold can grow on almost any surface and only requires dampness and a food source.
Your water is safe to drink. The black mold that appears in our customers’ bathroom faucets is not found in the drinking water. Instead, it is caused by airborne mold spores that are naturally occurring in the environment. Spores can enter your home through open doorways, windows, vents, and heating and air conditioning systems. Mold in the air outside can also attach itself to clothing, shoes, bags, and pets, and be carried indoors.
It is not a water quality issue. Over 1,000 different kinds of spores have been found in U.S. homes. Black molds, like other molds, will grow in places where there is moisture, such as around water leaks, windows, drain pipes, or where there has been flooding. Black mold grows well on paper products, cardboard, ceiling tiles, and wood products. They can also grow in dust, paints, wallpaper, insulation, drywall, carpet, fabric, and upholstery.
The black mold in faucets may be growing in the aerator that is attached to the end of the faucet. Regular cleaning, by unscrewing the aerator from the faucet and cleaning with a mild bleach solution, is recommended.
It is impractical to attempt to eliminate all indoor molds, but you can keep mold growth in check by:
- Keeping humidity levels between 40% and 60%;
- Promptly fixing leaky roofs, windows, and pipes;
- Thoroughly cleaning and drying after flooding;
- Ventilating shower, laundry, and cooking areas;
- Using a non-abrasive cleaning solution with bleach to clean the areas where mold is growing.
- Pink staining is from an airborne bacterium called Serratia marcescens. This staining usually occurs during the warmer months of the year. Serratia marcescens likes to grow in room temperature water, which is why it is found around water fixtures. It only takes a drop of water to start the process. This bacterium is easily controlled by using disinfecting household cleaners.
EID relies on surface water to meet its entire drinking water demand. The three principal diversion points for delivering water into the main system include EID’s Sly Park Dam and Jenkinson Lake; the El Dorado Hydroelectric FERC Project 184 that is stored in four high-Sierra lakes and reservoirs—Caples, Silver, Echo, and Aloha—and Forebay in Pollock Pines; as well as Folsom Reservoir.
Your tap water is filtered, cleaned, tested and distributed in an exhaustive process that produces some of the highest quality drinking water in the nation and the world. EID provides water to a population of more than 100,000 people with a service area that spans 220 square miles and ranges from 500 feet in elevation to more than 4000 feet.

- Chlorine is a highly effective disinfectant added to public water supplies to kill disease-causing bacteria and micro-organisms. Like most public water systems, EID adds chlorine to disinfect its water supplies. Added in strict accordance with state and federal regulations, chlorine helps maintain water quality all the way to the tap. Drinking water systems that regularly add disinfectants such as chlorine score high marks for water quality and have virtually no occurrence of water-borne diseases. Chlorination is the process of adding chlorine to drinking water to kill parasites, bacteria, and viruses. Different processes can be used to achieve safe levels of chlorine in drinking water. Using or drinking water with small amounts of chlorine does not cause harmful health effects and provides protection against waterborne disease outbreaks.
El Dorado Irrigation District utilizes chlorine during the water treatment process. We also ensure the water has a low level of chlorine (known as a "residual”) in order to safeguard against pathogens as the water travels through the distribution system to your home. We continuously monitor the chlorine residual in the water to ensure that it is in the proper concentration range.
Perception of chlorine taste or odor can vary from person to person. It is also based on factors such as changes in source water or temperature. An easy way to get rid of the chlorine taste and smell is to let water sit in a glass for a few minutes, as the chlorine residual begins to dissipate after it comes out of your tap. Or put the water in a covered container and chill it in the refrigerator.

- The water is a result of routine “flushing” or “cleansing” the distribution system and ensures water quality is maintained. Flushing is required when
- new water mains are installed;
- fire hydrant flow tests are conducted; or
- it is necessary to circulate water in dead end water mains in older parts of the system.
Watering Restrictions
There are a number of variables that affect this answer, including: the root zone, soil composition, slope, type of spray nozzle used, even the foot print of the yard and irrigation design all play major roles in determining how long to water. The best way is to start with whatever run time you currently use, and from there, work towards two main objectives: 1) water to the plant’s root zone; and 2) have no water runoff. Use the following steps to accomplish these two objectives.
- Step 1 — Run your irrigation system for whatever length of time you would normally water the grass during the heat of summer.
- Step 2 — Wait 10 or 15 minutes after irrigation stops, and then use a trowel (or any other suitable device) to cut out a plug of grass. Look for the root zone, which is how deep the roots go into the soil (likely less than 2.5 inches); AND how far down the soil is moistened.
- Repeat steps 1 and 2 as necessary until the soil is moistened to the same depth as the root zone, keeping track of the total minutes. This is how long you should water.
- Step 3 — Now that you have determined how long you need to run your irrigation system, you will want to make sure no water runs off when you irrigate.
