Water and Wastewater Services
Folsom Heights, a new community currently under development, is located just over the county line along Highway 50 and White Rock Road (shown shaded in red in the graphic). Annexed to EID’s service area in the 1970s, this small 190-acre development is part of a larger Folsom Plan Area Specific Plan that encompasses approximately 3,500 acres on the south side of Highway 50.
As Folsom Heights is part of EID’s service area, EID will provide water and wastewater services to 530 total residential/commercial units. The City of Folsom will serve the rest of the developments that are in the Folsom Plan Area Specific Plan that is approved for over 11,000 planned residential units (see graphic).
While EID determines the availability of water and sewer capacity to serve potential customers, it does not have the authority to approve or deny building in Sacramento or El Dorado counties.
EID has the water and sewer treatment capacity to serve this small portion of its service area in Sacramento County.
The benefit to EID’s ratepayers from having a small portion of its service area in Sacramento County is that it qualifies the District for a multi-county exemption, which prevents the State from raiding property taxes that EID receives in order to balance the state budget.
The developer is responsible to pay for and install the entire infrastructure required to serve Folsom Heights, including new water and sewer pipelines, a water booster station and upgrades to an existing sewer lift station. EID will charge connection fees associated with the new water and sewer hookups — the same as any other new connection in our service area. These connection fees will be used to help pay for future capital improvement projects.
Water and wastewater rates and charges will be the same as any other EID customer—so although a future resident in Folsom Heights will be located within the City of Folsom, they will receive EID water/wastewater bills.
