Annual Financial Reports
The Annual Comprehensive Financial Report (Report) is a thorough and detailed look at EID's finances. The Report includes a financial overview, discussion of the local economy, and an organizational chart of the District, as well as the independent auditor's report, management's discussion and analysis, and audited basic financial statements and other statistical information.

Capital Improvement Plan (CIP)
This important five-year financial planning document, updated annually, identifies necessary infrastructure improvements to ensure the safety and reliability of District’s services.
District staff presents a comprehensive list of priority projects to EID's Board of Directors annually as project priorities and expense changes during the review process. The CIP is incorporated into the District’s financial plan, which together helps to ensure adequate funding is secured to pay for these vital projects.
The adoption of the CIP does not mean a project is funded or approved for construction. Staff must bring each project and each funding request to the Board for approval. The 2025–2029 CIP was approved at the October 15, 2024, regular Board meeting.

Operating Budget
In accordance with Board policy, the District adopts a two-year budget and conducts a mid-cycle review to determine any changes that may be needed in the second year of the cycle.
The 2023-2024 Operating Budget and 2024-2028 Financial Plan was adopted by the Board on December 11, 2023.
