El Dorado Irrigation District (EID/District) provides water service to the community of Outingdale from the Middle Fork of the Cosumnes River. The District has been working to modernize the Outingdale water system over the last decade by replacing the finish water storage tank and upgrading the water treatment plant.

The raw water pump station and intake are also in need of improvements. The raw water pumps were installed in 1988 and are obsolete. The pumps frequently fail as do the other aging equipment/infrastructure that is needed to provide water to the community.

In addition, the site configuration, a steep hillside, does not provide safe access for District employees.

A new raw pump station is needed in order to improve safe access for District employees, and most importantly, to maintain a reliable source of drinking water to the community.

The construction project includes clearing and grading for the new facility, new electrical and pump buildings, installation of new pumps, river inlet, tank, and access improvements. 

This project has taken many years of planning and extensive engineering analysis was done to find the most efficient, effective, and economical design. On December 14, 2020 the District’s Board of Directors awarded a construction contract to James C. Cushman, Inc. to replace the pump station and make the needed safety improvements.

The project aligns with EID's Mission of providing high quality water in an environmentally and fiscally responsible manner.

This project will help ensure the safety and reliability of water supply for the Outingdale community by replacing old outdated infrastructure.

Construction will begin in January 2021 and is scheduled for completion by summer 2021. Onsite inspection will be performed by JLR Environmental Consultants. JLR Environmental Consultants and James C. Cushman employees will be accessing the construction site daily during construction.

December 28, 2020 (mailing to residents on project street)

A letter was sent to residents that live near the project area to inform them of the project background and that a construction contract was awarded by EID's Board of Directors at their December 14, 2020 regular board meeting.
