Background and Summary
As drinking water pipelines age out and are at the end of their service life they begin to experience leaks. EID prioritizes those pipelines for repair or replacement based on public health risks, frequency of failures, property damage threat, severity of the leaks, and the impact to customers.
The Forebay Road and Drop Off Road water pipelines were prioritized for replacement due to them being past their useful life, and due to the frequency and magnitude of their leak history.
The District’s drinking water distribution system is comprised of many materials including unlined steel pipe (3.5%) and asbestos cement pipe (41%). The water distribution system in Pollock Pines is primarily comprised of unlined steel pipe constructed in the 1940’s and 50’s (70-80 years old) and asbestos cement pipe constructed in the 1960’s and 70’s (50-60 years old). Unlined steel pipe is susceptible to corrosion and asbestos cement pipe becomes brittle and may delaminate with time. Both pipeline materials typically have an industry useful life of approximately 50 years.
The project will replace approximately 3,400 lineal feet of pipe on Forebay Road and its connecting streets and 1,700 lineal feet of pipe on Drop Off Road. The project will replace EID water mains with ductile iron pipe, which has an industry useful life of approximately 100 years, as well as EID service lines and pressure-reducing stations. Additionally, the project includes the installation of seven new fire hydrants and replacement of two existing hydrants, replacement of two below ground pressure reducing stations, and replacement of 64 service lines.
The Board awarded a contract tor Doug Veerkamp General Engineering, Inc., at its June 12, 2023 Board Meeting and construction began in July 2023.
Construction of the Forebay Road portion of the project is expected to be complete in late October 2023. The Drop Off Road portion of work will start in April 2024 and be complete in June 2024.
